Error Dialog: Add actionable link to "debug" to help customer

I encountered this error while trying to connect Jetpack to a dreamhost hosted site (it's been discussed in slack).

Regardless of the error, we should add actionable links to the end of all connection error dialogs. A new customer coming through has no idea what any of this means and definitely doesn't know that there's a debug link in the footer. Let's add it right into the notice itself!

@jeffgolenski I like the idea. Curious, what is the experience like for this specific error when you debug via the link in the footer? Do you get more context?

@dereksmart For this specific error I was unable to connect. Debug didn't help. xmlrpc came back fine. I had to fill out a support request anyway. But otherwise I wouldn't have known how to debug or even get help since there's no help info here.
