Mailchimp: Calypso links do not take subdirectories into account

Steps to reproduce the issue

1. Start from a site where WordPress is installed in a subdirectory.
2. Connect to WordPress.com.
3. In a new post, add a Mailchimp block.
4. You'll notice that the help links in the block sidebar do not link to the right Calypso pages; it does not include the subdirectory in the URL.

It would appear that get_memberships_settings_for_site on WordPress.com would need to be adapted to take such sites into account.
