End to End (E2E) test improvements for the monorepo.

Following #40750, we have things to do to finish the job. This task will serve as the parent task to list what needs to do be done.

Here are a few things to keep in mind:

• Complete these so that the dependencies are fixed first. i.e., to start from the leaf of the dependency tree.
• Convert them to TypeScript.
• Try to re-use the utilities from @wordpress/e2e-test-utils-playwright package

This issue is just an outline of what need to be done. I don't mind working on it in my spare time. If any other teams takes this up, I will be happy to contribute via code and reviews.
