For users in the duplicate views experiment,

• Remove the performance menu item that links to https://wordpress.com/settings/performance/
• For atomic sites, enable showing the optimize page options in default view as well as classic view testingtesterson1112.wpcomstaging.com/wp-admin/options-general.php?page=page-optimize we don't. It's linked from direct from Jetpack performance page and the calypso performance page version. It's in conflict with Jetpack feature and legacy so we don't want this in the sidebar.
• TBD: consider if we should redirect to the page-optimize page from the calypso route (suspect we shouldn't as they are different screens) no.
