When users upload a video with VideoPress, they can choose whether to allow video downloads:

That setting is respected automatically in the VideoPress block, but if a user adds a video using the Media & Text block, viewers are offered a three-dot kebab menu with a "Download" option:

To reproduce:

• Upload a video with VideoPress
• Uncheck the option to offer and allow downloads
• Add the video to a Media & Text block
• View the page and notice viewers can easily download a video

• One thing to note is that by default, without Jetpack on a default WordPress installation, I can see the option to download but I can't find a way to turn it off, yet that VideoPress feature should stop the download button from showing up
