Unable to download .docx files from Grading

Steps to Reproduce

1. Create a lesson with a quiz that contains a file upload question.
2. Take the quiz and upload a .docx (or .doc) file
3. Go to grading and try to download the file by clicking the link.

What I Expected

The file download dialog box should open.

What Happened Instead

Nothing happens. Console shows the following errors:
