Background
There are a small number of US merchants using a legacy implementation of our Stripe Billing feature. Back in 2023, we attempted to move merchants off this feature, however that was not 100% successful.
This issue is part 3 of a 5 part series where the goal is to slowly migrate merchants off legacy this feature and to install WooCommerce Subscriptions, to continue selling subscriptions on your store.
The reason we need to move merchants off this feature is because it's built off of an outdated/deprecated version of the woocommerce/subscriptions-core composer package which we need to remove from WooPayments.
Acceptance Criteria
- Prevent new Stripe Billing subscriptions being created without WooCommerce Subscriptions being installed.
