Remove the obsolete code of the Re-engineered Payment Process

[RadoslavGeorgiev]

#10413 removed calls to WCPay\Internal\Service\PaymentProcessingService and
use WCPay\Internal\Payment\Router, effectively isolating the re-engineered payment process.

The actual re-engineered parts still remain in place as dead code, and those need to be removed.
