Move brand settings from Card Readers page to the main Settings page

Some settings on the Card Readers → Receipt details page are more of global account settings rather than specific to receipts.

Eg. "Business details" and "Business address" sections.

These should ideally be moved to the WooCommerce Payments settings page, probably under a new section called "Account."

@anu-rock I'd like to park this issue for the time being. I think it would be better to address this as a larger design project that includes other "account" related items that may be part of other WooCommerce Payments experiences.
