Pass currency formatting information to the server

Description

In order to format currency data in emails, notices, etc generated on the server, we need to have the currency formatting information from the merchant site's settings found under WooCommerce > Settings > General. These settings would be needed to adhere to the Currency Formatting Guidelines for merchants specified here: paJDYF-20W-p2

Acceptance criteria

The settings that would need to be passed are:

• Currency
• Currency position
• Thousand separator
• Decimal separator
• Number of decimals

These would need to be saved in the account meta on the server for the merchant so they can be used for formatting purposes.

@jessepearson – is the core problem here that WooPayments doesn't respect the store settings for currency formatting (aka number formatting locale settings)? Or is this just a task/todo to forward settings to server.

It's come to my attention that e.g. our transaction list view doesn't use the merchant settings for thousands separator, etc – so I'm keen to log an issue about that so we can ensure all WooPayments numbers are consistent with rest of Woo, and merchant's preferences.

This issue would have been just to pass the information to the server, it will take much more work to use that info for emails and other such data.
