Describe the bug

At the moment, certain tests that require dev tools flags to be enabled/disabled, uses regular browser flows to go to dev tools page and to toggle the flag. This behavior is not ideal and it's best to migrate these flows to use WP-CLI. This would save test time and reduce failures.
