[Release automation] Running woorelease on an independent server

Description

We are currently running woorelease on IC's machine.
We should be able to run it on an independent server (e.g. GitHub Action, MC, Docker, ...).

Acceptance criteria

• We can run a woorelease command with the appropriate parameters outside of an IC's machine
• etc.

Release command is out of scope, as it requires credentials, which we shouldn't store on GitHub.
