Reporting: transactions search box prompt text is clipped on mobile

Describe the bug

The placeholder text / prompt for the Transactions page search box appears clipped when seen in a mobile size screen

To Reproduce

1. Use a mobile device or browser tools to simulate a mobile screen
2. Browse to Payments > Transactions
3. Check the search prompt that appears within the search box

Actual behavior

The search box placeholder text / prompt appears clipped

Additional context

• Came up while resolving Reporting: Restore functioning of 'remove' button on last tag on transactions report search box #9072

Assigning low priority, since it does not block any key functionality. It will however improve mobile UX.
