Important dispute dates are shown as UTC in list view, which could confuse merchants and lead to missed dispute deadline

Describe the bug

The dates displayed in the Disputed on and Respond by columns in the Payments > Disputes ( dispute list ) report, may be showing dates based on the UTC time zone. For stores that are in different time zones from UTC, the date may shift one day early or late. It is particularly important for the merchant to know the Respond by date as per their store time zone to avoid confusion about the deadline.
