Embed Block: Clicking on embedded file link in the editor breaks it

When you embed a file such as PDF on the editor, the Embed block says Click to access (filename). However, when you click on it, the Embed block looks broken with a sad face.

Steps to reproduce the behavior

1. Go to Site > Pages / Posts > Add New
2. Paste a link to a file uploaded on the site to embed it.
3. You will notice it says Click to access..
4. But when you click on it, it results in error.

What I expected to happen

It should be possible to access that file, as claimed by the Embed block.

It would be even better if the embed block can render the embed on the editor like how it renders on the live page.
