Add ability to mark all browser notifications as read

What

In the WordPress.com Notifications sidebar, there's no way to mark all notifications as read, other than clicking them all individually. I'm not sure if this is a recent change, but I definitely expect to be able to mark all as read in bulk.

My instinct in the UI is to click the gear icon to do so, but this just opens up Notification settings in a new tab.

Why

Clearing all notifications manually is not a great experience, especially if a user falls behind.

I would personally love this! And it makes a lot of sense to have something like this for our target audience of Agencies and Developers, which are expected to manage multiple sites (like a12s). Giving them a way to declutter their notifications tab would be a huge win.

This issue is marked High Priority and is currently assigned to Loop team, but the latest development was that it was moved to "Lower priority project ideas". Does this mean the issue is not high priority?

If the issue is high priority, would it be ok if I unassign it from Loop team and assign it to myself?

@psrpinto notifications is not a focus for us at the moment. If you have the bandwidth to pick this up, I'd love for you to work on it and we'd be happy to support you with code reviews or anything else you might need.
