Use classic view version of options-general.php for all simple sites

The option to set your site icon should be available for all simple site users.

On simple sites with default view but classic preferred view, we show this site icon message:

This option has moved. You can now manage your site icon from the Customizer.

We want to do the same now for all sites, not just classic view.
