/radio not opening pma radio

I havent been able to figure it out thus far but for whatever reason the /radio command wont open. pma-voice is working with no problems, I can hear and speak and so can my players, but pma-radio wont work. I checked all the luas for something I might be missing that could be obvious,

I have my cftg loaded and all the setters are set up how they should (to my knowledge).

Its all been fresh installed multiple times and they are loaded inside the console, the names have also been changed to what people have recommended i.e. pma-radio and pma-voice but for this one I left them as is

Im not very versed in servers and stuff like that, im just trying to get this working for me and my friends. Ive been able to figure out everything else so far for my server without help but im completely lost on what im doing wrong, or if theres a problem with my server or game.

I had also seen in some other stuff, I cant remember where, that it counts as an item that needs to be 'added' to a player, of which I cant find anything on in pma voice or radio in any of the readmes
