Tool to replace LOD textures by higher res version in finished pack

In the "PC Dolphin texture pack tool". LOD (Level of Details, aka lower resolution) textures are simply skipped for now. I wanna make a different tool that replaces LOD textures by their higher res version for completed texture packs.
