The unofficial Russian translation of the GNU GPL 2.0 license has been updated.

The translation was taken from https://www.duralex.org/licenses/gpl2ru.pdf . A link to this translation is available at https://www.gnu.org/licenses/old-licenses/gpl-2.0-translations.html .
The license translation file now uses UTF-8 encoding. This fixes an issue where the license translation was incorrectly displayed in the AviSynth+ installer.
