ImageSource+devil+UTF8+ffmpeg = ImageReader: error 'Could not open file' in DevIL library. #501

Files (avs + jpg): TEST-ImageReader.zip

I got the error after switching to UTF8.
This script (avs in UTF8) opens in VirtualDub without any problem.
However, when called from ffmpeg.exe I get this error:

  1. When I used CP852 this error did not occur.
  2. When I change the jpg name to "aaa.jpg" (without national characters) the problem does not occur either.

So the problem is UTF8 - the question is, is this a bug in AviSynth (ImageReader) or in the Devil library or in ffmpeg?
BSSource or LWLibavSource work fine in UTF8 with national characters.
