Needed automated updates

Some components need automation, including:

• Version check via GitHub API (e.g., latest version)
• Doxygen / API docs (with Breathe)
• Citation count using Google Scholar
• Download count using SourceForge and GitHub totals
• Plugin list

scholarly doesn't seem to work anymore, but I have a few possible options for the citation count.
