chore(e2e): try deflake high tps test (#20004)

The timetable settings were too tight and were causing failures due to
validators being too slow to attest. This PR changes the settings so we
have longer times.

Ultimately, the goal of this test is to check that a proposer will not
overrun its time for building blocks causing validators to time out, so
it is very time-dependant.
