[Feature] Add CI/CD GitHub action that executes full install and validates data is flowing into local Grafana

Minimal steps to reproduce

This feature request is about automating end to end data flow for observability. From the acquisition of observability logs, metrics and traces within Azure IoT Operations up to the flow into the local observability Grafana.

Expected/desired behavior

When Azure IoT Operations Preview evolves and moves into GA, with potential changes, this CI/CD pipeline can quickly validate that the data sources and destinations are still working as expected.
