Updated 03-16-2025 Release Notes with 2 changes:
- Changed wording for 1.28 LTS version from "it'll be the next LTS version" to "it will soon be available as an LTS version."
- Added in a note about deallocation actions to be taken on retired NCv1/NCv2/NDv1/NVv1 series VMs.
