Bad link (404) in TOC pointing to "CLI Reference" (erroneous localization text)

1. Go to https://docs.microsoft.com/en-us/python/api/overview/azure/ml/?view=azure-ml-py
2. In the TOC, locate "CLI Reference"
3. Hover, and notice that the link duplicates the localization (en-us/en-us/): https://docs.microsoft.com/en-us/en-us/cli/azure/ext/azure-cli-ml/ml?view=azure-ml-py
4. Click on the link
5. Result is a 404

Desired result: navigate to https://docs.microsoft.com/en-us/cli/azure/ml?view=azure-cli-latest&viewFallbackFrom=azure-ml-py

Suggested fix: eliminate the localization prefix en-us from the TOC link.

I'd do this PR myself, but I can't figure out which repo contains the TOC.yml.
