Dependencies to azure-storage-blob should be updated

A recent safety scan recommends the use of azure-blob-storage version =>12.22.0 but azureml-mlflow requires <= 12.19.0 which gives a requirement conflict. In general, it would be advantageous that azureml-mlflow does not set a cap on newer azure packages.
