Support quarantining artifacts in ACR

Current implementation of the Quarantine feature in ACR was done in 2019 and not updated or released since then. Documentation is available here https://github.com/Azure/acr/blob/main/docs/preview/quarantine/readme.md. The implementation is very limited and not usable in modern scenarios. The ask here is to improve the functionality and make the feature generally available for customers to use in their supply chain scenarios.
