Why do we branch onisAzureMonorepoPackage?

I wonder does the code generator branch on isAzureMonorepoPackage? Are we supporting generating non-azure or non-monorepo libraries?

Yes, this is for the emitter to decide if it should generate a package.json that uses dev-tool. If the flag is false it generates a package.json that has no dependencies on tools internal to the Azure SDK for JS mono repo
