Deployment Failed - ResourceGroupManagedByMismatch #852

What happened? Provide a clear and concise description of the bug, including deployment details.
Every time Deploy Monitoring is selected and an existing Log Analytics workspace is selected, the Deployment fails on Monitoring. We deployed to this same workspace yesterday with no issues. The only way to get beyond it was to create the AVD environment without monitoring.
