Not allocating a pool

I'm using a student azure account, using the free student credits. I have created a resource group with storage and a batch render, then generated keys. I've plumbed all the information into the script and it is successfully authenticating. I've successfully uploaded and submitted a job, it is just that it never gets a pool allocated to the job. There is no error showing in the logs or script windows. I've tried different types of VM and different locations and the same thing happens. I've also left jobs for a couple of days and they are still not getting a pool allocated.
