3.52.0: Adds new SDK versions and contract files (#5248)

## Description

This bumps the SDK GA version from `3.51.0` to `3.52.0` and preview
version from `3.52.0-preview.0 ` to `3.53.0-preview.0.` Please see the
below changes in the public GA and preview contract/s.
