[Issue] Move Composabilty(Greenfiled/New-app) -> Beta

TODO: write up def of done for moving this from alpha > beta (greenfield scenario)

Sub-issues to create:

• feature flag: compose beta: Remove alpha.compose and enable compose codepaths by default #5231 and compose beta: remove alpha.infraSynth and enable by default #5238
• update menu i.e., surface azd add as part of the Beta commands under azd help: compose beta: update help text #5239
• alpha for brownfield scenarios(Not supported via composition. Its manual, if users want to do it)
• update docs

#5238 depends on: https://github.com/Azure/azure-dev-pr/issues/1732 let us revisit as part of the GA move
