Re-enable more uploadToBlob tests

UploadToBlob tests are causing some throttling issues on our gates. I'm enabling minimum required and now but there's more I'd like to add (which will soon go in under #if 0) back once we get to bottom of issues.

Or as an alternate fix beefing up the uploadToBlob UT should suffice here too (it needs some work), since we generally have fundamental e2e with very extensive UT as test strategy.
