Update @feature decorator usages from Azure.ResourceManager.Legacy to Azure.ResourceManager namespace

Update all 268 spec files using @feature, @features, and @featureOptions
decorators to reference the new Azure.ResourceManager namespace instead of
Azure.ResourceManager.Legacy, matching the changes in Azure/typespec-azure#4664.

Updated package.json to use PR build packages:
- @azure-tools/typespec-azure-resource-manager@4664
- @azure-tools/typespec-autorest@4664
- @azure-tools/typespec-azure-rulesets@4664
