roleDefinitionId not consistent between Role Definition and role assignment

creating role definition, the resource id format is "/providers/Microsoft.Authorization/roleDefinitions/xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx"

creating role assignment, the returned role definition resource id format is "/subscriptions/xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx/providers/Microsoft.Authorization/roleDefinitions/xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx"

could we keep the same resource id format? it's very confusing
