apimanagement: 2020-12-01 does not return resourceOwnerUsername or resourceOwnerPassword

apimanagement 2019-12-01 returns the resourceOwnerUsername and resourceOwnerPassword properties, but 2020-12-01 does not, making it impossible to observe changes to these fields.
