The default Skype Channel and the default WebChat Channel shouldn't created while creating BotService

After tested, I found the default Skype Channel and the default WebChat Channel would be created while creating BotService. Service team confirmed it shouldn't happen since the default channel should already have been removed. So seems this issue has to be fixed by service team.
