Bot Connection API shouldn't update the tags of Bot Channel Registration resource

After tested, we found Bot Connection API would retrieve/update the tags of Bot Channel Registration resource. I assume Bot Connection API should update the tags of Bot Connection resource or Bot Connection API doesn't support tags. So seems it's a bug here.
