Postgresql flexible server db API should return useful/valid error message when collation is unexpected

After tested, seems Postgresql flexible server db API always returns below useless error message when collation is unexpected. So maybe the API error message has to be refined for troubleshooting. So could you help take a look and fix this issue? Thanks in advance.
