Azure SQL Server: Server External Administrator has incorrect mutability

The spec for Microsoft.Sql/servers lists read and create under x-ms-mutability.
Assigning an Azure AD administrator is possible through Azure PowerShell and the Azure Portal without re-creating the resource.

This came up in the context of managing an Azure SQL Server resource via Pulumi (infrastructure-as-code tool).
The Azure AD administrator for the server was changing to a different principal.
The Pulumi.AzureNative provider is auto-generated from the Azure REST API spec.
In my case, it wanted to replace (destroy and re-create) the resource rather than simply update it.
I believe that this is resulting from the x-ms-mutability defined in the spec.
