The postgres server create latest preview api continuous to look for delegatedSubnetResourceId and privateDnsZoneArmResourceId both of which are not required anymore in the private endpoint preview feature postgres flexible server as preview feature as described in portal

Example from above image:
Integrate with private DNS zone can be set to No
Networking -> subnet no delegation required.
