Description: Creating a new preview API version for the communication phoneNumbers API to support Mobile numbers. This is a new phone number type that customers will be able to purchase using the same experience as previous phone number purchases. The notable update to this API version is extending the phoneNumberType enum to include 'Mobile' which shows up in a number of endpoints.
