Notes from API Review

• Could we switch to date-based versioning?
  • Take this offline.
  • This might avoid pain with versioning in APIM
• Make /settings a model that supports get and patch. Future settings will just be new properties in this model.

"settings" should be modeled as a "singleton child resource", but TypeSpec does not yet support this (Issue #3709) so it needs to be two RpcOperations.

This API (with the change to /settings) is approved for preview.
