Support for Partner Center SDK

After searching this repository for some of the operations and types defined in the docs linked, I didn't find a Swagger for this functionality.

NOt sure where the swagger is hosted but this looks like a swagger generated page: https://apidocs.microsoft.com/services/partnercenterbilling

maybe it is not public. customer provides team may know it.@raosuhas
