Use more scripts in CI instead of DevOps steps

We should investigate a broader change in how we run CI to call out to scripts within the repository rather than using DevOps steps so heavily. This will help on two fronts; it will turn the CI YML files into orchestration rather than build logic and it will allow for developers to more easily replicate CI build locally.
