[BUG]CosmosBulkItemResponse cosmosDiagnostics does not container the full life cycle

1. Currently the CosmosBulkItemResponse.diagnostics only contain diagnostics from the lastBatchRequest, in cases where the item being retried and re-queued to the groupSink or mainSink, the diagnostics from previous batchRequest will be lost.
2. For bulk, diagnostics handler only apply on batch level not on each item level
