[Key Vault] Migrate JCA package from Apache HTTP client to Java's `HttpUrlConnection`

As described in #45052, the library aims to be lightweight and as dependency free as possible, so moving onto Java's very own `HttpUrlConnection` would be best to get us closer to that goal, considering that the latter can support all the operations the library needs to perform and is supported in since Java 1.1
