AppConfig: backport v2 changes

there are a couple of changes in #45295 that would make sense to backport:

1. Close JsonWriter whenever we create one
2. throw exception instead of logging and swallowing it.

In particular: in FeatureFlagConfigurationSetting and SecretReferenceConfigurationSetting
