net - batch - tests pipeline cannot deploy resources because the template is not valid

As part of #46637 I wanted to use the live test pipeline to validate changes were correct. I was unable to do so because this pipeline cannot deploy test resources. It fails with the error:

"Error: Code=InvalidTemplateDeployment; Message=The template deployment '' is not valid according to the validation procedure"
